The Department of Health and Human Services announced this week that it would authorize $9 million over the next two years to go toward unaccompanied minors' legal proceedings. Additionally, some states, such as New York and California, have also set aside funding for the child migrants' legal costs.

"The Obama administration has again ignored our federal immigration laws, which prohibit federal funding of legal representation to illegal immigrants before immigration courts," Smith said in a statement.
